Paraphrasing

The main difference between a plebicite and referendum, as desribed by The Parliamentary Education Office (2019), is that the decision reached in a plebiscite does not have any legal force whereas it does have legal force for a referendum. 

Quoting

"In Australia, a plebiscite (also known as an advisory referendum) is used to decide a national question that does not affect the Constitution" (Parliamentary Education Office 2019, p. 1).

According to the Closing the Gap Report 2020 (Australian Government 2020, pp. 45-48) the literacy and numeracy gap, at the national level, has narrowed across all year levels, however, the target has not been met. 

Quoting

"In 2018 about one in four Indigenous students in Years 5, 7 and 9, and one in five in Year 3, remained below national minimum standards in reading" (Australian Government 2020, p. 45).
